Russia’s draft rule drops the mandatory crypto-transfer reporting threshold from 100,000 rubles to 60,000 rubles — roughly $780 — with filings routed directly to financial intelligence agency Rosfinmonitoring. Above that line, custodians must submit wallet IDs, addresses, birth dates and tax identifiers for both counterparties on a transaction. Below it, the filing shrinks to just customer name and wallet ID, but the trigger still applies to any digital asset custodian operating in Russia, plus foreign entities servicing Russian clients.

A second, higher-value channel targets cross-border trade settlement. Crypto payments tied to foreign trade automatically hit Rosfinmonitoring once they cross 1 million rubles (about $12,900) — a near real-time feed on the rails importers and exporters are using. Cross-border crypto trade payments, spanning dollar-pegged stablecoins to more volatile altcoins, approached 1 trillion rubles in 2025, with counterparty flow concentrated in China, India and Turkey.

Blocking authority moves to commercial banks

The draft also extends the Central Bank’s power to halt crypto transactions beyond non-credit financial institutions to include commercial banks, closing a route regulated lenders previously used to sit outside the restriction regime. First Deputy Governor Vladimir Chistyukhin said the package could take effect as early as September 1, pending passage.

The timing sits directly ahead of Russia’s digital ruble rollout, scheduled across September and October — a sequencing that lines up state-backed CBDC issuance with tighter visibility into private crypto flows at the edge of the system. Russia has treated crypto as a legal settlement tool in international contracts since 2024, and this notification regime extends that framework rather than reversing it.

The volume regulators are trying to see

Deputy Finance Minister Ivan Chebeskov put crypto usage among Russians at roughly 20 million people in October 2025. By February 2026 he estimated daily domestic crypto transaction volume at about 50 billion rubles — near $648 million per day, or upward of 10 trillion rubles annualized — describing adoption as close to an all-time high.

Cambridge Centre for Alternative Finance data ranks Russia as the world’s second-largest Bitcoin mining jurisdiction after the United States. That combination — heavy retail transaction volume plus significant hashrate concentration — is the backdrop against which regulators are shifting from aggregate estimates to wallet-level reporting.

Enforcement is tightening on the criminal side too: the State Duma passed a bill in its first reading on July 8 setting prison terms of up to seven years for illegal crypto transactions, running parallel to the new notification mechanism.
