Block-production data over the trailing seven days shows 88% of Cardano blocks minted by nodes already running Protocol Version 11 — the “van Rossem” hard fork. That adoption rate sits ahead of the network’s own governance clock: the Delegated Representative (DRep) and Stake Pool Operator (SPO) thresholds required to authorize activation have already been satisfied.

Validator layer is running ahead of the approval queue

Cardano’s activation path requires sequential sign-off from separate cohorts before any hard fork goes live network-wide. With DRep and SPO votes already cleared, the sole remaining checkpoint is approval from the Constitutional Committee, which certifies that the upgrade proposal is compliant with the chain’s on-chain constitution.

The 88% figure is the tell: node operators moved to the new client faster than the formal certification track has closed out, effectively pre-positioning the validator set for a fork that hasn’t yet cleared its final procedural gate.

PV11 has already run through functional testing on the Preview and Preprod testnets, where stability was confirmed before the mainnet rollout began. It’s built as an “intra-era” hard fork — the new feature set activates without shifting the network into a new era, which caps operational disruption during the transition.

Exchange positioning ahead of the final vote

Binance and Coinbase have both confirmed operational readiness for the upgrade ahead of the Constitutional Committee’s decision. Exchange infrastructure teams typically hold off on public readiness signals until technical risk is considered contained, so both platforms moving early implies they’re treating the remaining approval as a formality rather than a live execution risk.

That leaves three data points stacked simultaneously ahead of the last governance signature: 88% validator adoption on the new client, cleared DRep/SPO thresholds, and confirmed backing from two major exchanges.

Payload and where it sits on the roadmap

On the technical payload, PV11 introduces reduced-cost smart contract execution, zero-knowledge-ready cryptographic primitives, and an expanded set of native built-in functions. Ecosystem contributors are positioning the release as a structural bridge into Cardano’s next major era, Dijkstra, rather than a standalone terminal upgrade.

The fork is named for Max van Rossem, credited within the Cardano community for contributions to its governance framework. Once the Constitutional Committee issues its sign-off, PV11 activates chain-wide — clearing the last procedural gate before the roadmap turns toward Dijkstra.
